Ukraine’s outreach to the countries of the “Global South” after the Russian full-scale invasion demonstrates the importance of expanding the scope of Ukraine’s foreign policy, but also proves that reaching out to the nations that were practically absent from the Ukrainian geopolitical mental map is a difficult undertaking. This course examines the historical foundations (early contacts, soviet-era legacies and post-soviet ties) of Ukrainian emerging foreign policy in Latin America, Africa, South-East Asia, analyzes the spectrum of challenges and obstacles in reaching out beyond the traditional “Euro-Atlantic world,” explores the postcolonial legacies of different regions, and based on the current trade dynamics and experience of soft power and public diplomacy, takes a look at the possible scenarios of Ukrainian foreign policy in the “Global South.”
